the answer the the question you are asking is in fact NO. but you CAN
change the file link of a member at any time, then display it. for
example...
member("myQTMovie").filename = "full path or URL to QT asset"
then when you go to the frame where it lives, all will be well. that
said, I usually move the movie sprite off stage & move it back on when
desired. that minimizes flicker.
