Available via ftp.redhat.com is the GA release of the Red Hat Linux for S/390 (7.2) product, in the form of a tree. If you download this tree intact, then in most installation scenarios, you _can_ install directly from this downloaded tree (once you make this local tree available via an FTP service or NFS share).
