OT: I don't think thereis any doubt that a european payroll system is more complex than a US one, perhaps even by an order of magnitude - but in the late 1980s I worked for a large european bank (well, largeish - 20000 staff) that decided to write their own payroll system from scratch - exactly because nobody had an alternative.
