That is partially correct. Officially released versions are 7.1 for s390x and
7.2 for s390.

We have a rawhide snapshot of our current development on

  ftp://ftp.redhat.com/pub/redhat/linux/rawhide/s390[x]

But, as with all other rawhide versions, there is no support whatsoever thats
coming with it and if it breaks you get to keep all the pieces. :-)

But to answer the original question: IIRC we included lcs in our latest kernel
release as IBM finally open sourced it which allowed us to put it in our kernel.
