That's because we push the limits. We get upset because an idle Linux uses
0.01% of a CPU, but for many installations this is not a show-stopper.

That's an issue for any operating system that provides virtual memory when
you run it in a virtual machine. I believe the same applies to VSE dynamic
partitions. It is a trade-off that must be made based on workload and
available resources.

I believe there is a vague boundary between being different and being
the same. Linux on z/VM is both different from Linux on other
platforms, and it must be the same as on other platforms. If there were
only arguments in favor of one single solution, life would be easy.
