Mark We have been digging down and there might be an issue with the IOCDS and that we have not done a POR on the box for awhile (only dynam activates). this was found out by checking the subchannel and chpids file in /proc .
Let us carry on digging and when we resolve I will post a breakdown. Do you get any "registration" messages on the system console (real or virtual) when you do that? You should see _something_ if the devices are really attached to the system. As Leland suggested, you need to make sure that the system has access to those device numbers.
