After a review of my media, Redhat 7.2, I have found that CD6 is labeled
IBM Drivers and sure enough this CD has the TarBall and the second initrd
img on it. I have successfully started the install using this second
ocord.img file. I can see that once the install is complete life will
again be interesting as I will need to get the tarball with the kernel
modules up to the built system but I will deal with that when the time
comes.

You have to build the initrd yourself. Instructions are in the
RELEASE-NOTES file:
http://ftp.redhat.com/pub/redhat/linux/7.2/en/os/s390/RELEASE-NOTES
Look for the "Adding OCO Modules to the Installation Program" section at
the
end of the file.
If you chose another network connection type, such as LCS, CTC, or IUCV,
you
won't need to do any of this.

What bothers me is I know I was able to get this to work before and i
can't remember how. The problem that I seeing is my network interface is
never coming up so as best as I can tell I can not telnet or ssh to the
system.
By using the initrd from developer works should my "NIC" be recognized and
thus I can proceed with the install? If so where on developer works would
I find this. I have just been out there and I am not sure where to look
for this second copy of initrd.

The Red Hat 7.2 is way old, at least from before IBM provided source for
the network drivers. Red Hat does not put the OCO drivers in their
distribution. There is a "second initrd" for Red Hat on DeveloperWorks
that you punch after the first one, and instructions are provided on how
to move these drivers into your installed system.
Since you already have a running SuSE system, you could use that one as
a stepping stone to telnet to your new system. You can even use iptables
on SuSE to do IP masquerading for the Red Hat system to reach its ftp
server if your network topology requires that.
