It is, AFAIK.

This is one example GPL advocated like to trot out of a big nasty eeeeeeevil
corporation taking from the open source community and not giving anything
back. Personally, I believe it's a success for open source: Had M$ not done
so, we'd be dealing with a continuing stream of bugs in their IP stack, and
having to write programs that work around those bugs. Instead, we have at
least one area where we don't have to worry about Microsoft's Midas Muffler
touch.
