I have heard this, but I doubt it is true.  This is based on the fact that the MS 
TCP/IP stack does not behave the same way that the BSD stack does in test I have seen. 
 I have also seen some very weird bugs in MS TCP/IP that I have not seen in BSD.

Hmmm.  I've always understood that the MS-Windows TCPIP implementation
is based on Berkeley TCPIP.

Of course, whether Microsoft Windows lasts remains to be seen.   ;-)
