Yes, but only for real emergencies.  None of the full-screen editors will work (In 
fact, you'll get in trouble if you try to use vi or THE.  You won't be able to do 
anything and you can't get out), so you REALLY need to be proficient in ed or sed or 
some other line-mode editor.

I also find Rick Laffey's "rpl" command very useful.  See 
http://www.laffeycomputer.com/ and download the tarball.

I have a SLES8 s390.rpm for this rpl command (no source or man pages, just binaries).  
If anyone wants a copy, send me a note offline.
