I had already chosen the "solicitor" model you describe as the most likely solution. :-) There's a lot of CP code to be written to make it work, though, as CP doesn't support a virtual Integrated VT220 Console, nor is there any provision in LDEV to connect the LDEV to any form of integrated console. (LDEVs always connect to the virtual machine console.)
