No, /proc is actually direct access to the kernel modules, it is not
buffered in memory. There are read and write routines which get called
when needed in each bit of the kernel that provides /proc data.

My thinking was that since /proc is a pseudo-file system, it is not on
disk. It is probably in Linux's virtual storage. A virtual machine with
the proper authority could use CP commands (or the DIAG instruction) to
view Linux's virtual storage and get the information.
