This is the hard bit because of the access requirement to VM files
(mostly on minidisks -- SFS and BFS are easier).

If you're willing to tolerate a proxy (eg, users connect to proxy server
which prompts them for the real host, userid and pw), this can be done
now (to the limits of the existing VM telnet command and TNVT100).
