Actually, this has not been a problem at all for a number of years. This is exactly what the Linux Community Development system is for, which is what the Debian folks used. As I did for Slack/390.

My understanding is that the Debian distro isn't a particularly commercialized (as RH and SuSE are) system so there's less money available to get cycles with.
