For all practical purposes I would say no, Wine does not run on z/Linux. Wine is not an x86 emulator. It provides a method of running x86 Windows programs on x86 Linux and Unix. It isn't useful on Z unless used with an x86 emulator. However an x86 emulator on Z is very slow.
