I have all the fixes applied from the Release Notes. That is why I went to
RSU 0601 on VM and TCPIP. The guest does show up on Q VSWITCH DET with the
correct ip address. The VSWCTL1 log shows the E005 (IP address already
registered) error. This looks like a SLES9 error, but SLES9 would continue
on.
I don't think IP is ever working on my SLES10 kernel. I cannot ping the ip
address, and the SLES10 guest just goes into the menus.

IBM has suggested that sometimes Linux does a SETIP twice against a NIC,
and this could be fixed by putting "arp=no" in the /etc/sysconfig/network/,
but I don't see how I can do that with the starter kernel.

I believe this is a bug in the VSWITCH and somewhere down the road it
got fixed. My recollection is that is still just worked fine...
Something with the extra ARP reply that got sent.
You should check with Q VSWITCH that the IP address got registered.

Source.
So I expect the two are not related, otherwise you would see that it
cannot find the server and the DNS. Most likely there is something
with the path that you specified (look at the FTP logging to match
your request with the actual location).
