I have seen the HCPIPN2833E-E005 problem in spring 2006. At that point of
time the recommendation of z/VM has been:

A63769HP PUT UM31475 ABENDFRE016 HCPIPM FRETTING LLXBK
A63723HP PUT UM31440 INCORRECT NDMBKS CAN CAUSE LOOPS AND PTE002 ABENDS
A63737HP PUT UM31432 LOSS OF CONNECTIVITY ON LAYER2 VIRTUAL NIC AFTER RE

These are applied from the bottom up (UM31432 through UM31612).

VSWITCH operation also depends on the VM TCP/IP stack, so it would also be
a good idea to install the latest service for the stack.  The most recent
PTF for TCPIP is UQ92099 (APAR PQ83743).  I suggest installing this TCPIP
APAR and any prereq APARs for the stack.

It turned out that upgrading to this service level solved the problem. I
can't tell you the recommended z/VM service level for today, since I am a
zLinux person, not a z/VM person.
