These are applied from the bottom up (UM31432 through UM31612).

VSWITCH operation also depends on the VM TCP/IP stack, so it would also
be a good idea to install the latest service for the stack.  The most
recent PTF for TCPIP is UQ92099 (APAR PQ83743).  I suggest installing
this TCPIP APAR and any prereq APARs for the stack.

It turned out that upgrading to this service level solved the problem. I
can't tell you the recommended z/VM service level for today, since I am
a zLinux person, not a z/VM person.
