Since this is a layer2 device, you need to:

echo 1 > /sys/bus/ccwgroup/drivers/qeth/0.0.0700/layer2

and then

echo 1 > /sys/bus/ccwgroup/drivers/qeth/0.0.0700/online

When you create an ifcfg-eth* script, add the line:

OPTIONS='layer2=1'  (with the quotes)
