If you don't mind recompiling with 'rpmbuild --rebuild package.src.rpm', the bits are here:
ftp://ftp.redhat.com/pub/redhat/linux/enterprise/5Server/en/os/SRPMS/ (mod_dav_svn is part of the subversion src.rpm) Although installing these on RHEL 4 will require quite a few library dependencies.
