If you don't mind recompiling with 'rpmbuild --rebuild package.src.rpm',
the bits are here:

(mod_dav_svn is part of the subversion src.rpm)

Although installing these on RHEL 4 will require quite a few library
dependencies.  Another option is to get an Evaluation copy of RHEL 5:
