Since leaving EDS, I don't have access to a z/OS system, so I can't say for 
sure what the current ported tools version of OpenSSH does.  I can only talk 
about what the version everyone else runs does.  And that is binary-only 
transfers.  I use scp a _lot_ to move rpms, .iso files, etc. around.  If the 
transfer were text, that would cause me huge problems.  One way you could check 
would be to transfer a file you know to be binary to USS, and see if the md5sum 
remains the same.  (You may need to scp it both ways.  I don't know if the 
ported tools include md5sum.)
