Do not use mkswap. SWAPGEN creates the swap signature. Just run swapon. Only you shouldn't even have to do that: just put the swap devices in /etc/ fstab as swap devices and it should work. It will also be faster if you use dasd_diag_mod rather than dasd_fba_mod.
