The YaST /etc/sysconfig editor will tell you what can go there. Essentially it will be "-Updates" or "-Online" or both. I just tested on my system, and I don't see the 403 errors. That almost always means some sort of authorization/permissions error on the server side. It might be possible that you have to register an SP2 system first. If that doesn't work, and you can still mirror SP1 updates, then I would open an SR with Novell to find out why you don't seem to have access to the SP2 channels.
