I think it is not a layer2/3 issue. When that is wrong the nic will get an 
error on activation, but the devices will come online. This sounds more like 
some hangup in udev for the basic device.

The /var/log/messages probably gives you more information on why it
fails.  Maybe you have layer2 and layer3 mixed up?
