Well, all that configuration stuff looks correct to me.  The question is: did
that cause everything to be set up properly in the kernel?  To see what the
kernel thinks the state of things are, have a look in the
/sys/bus/ccw/devices/ tree and make sure all the devices are grouped properly,
refer to the correct drivers, etc.

Also, have a look in /var/log/messages to see if the kernel is reporting any
errors when you have that problem connecting on both interfaces.  There ought
to be something in there on an interface failure.
