That's because Linux only queries the hardware (virtual or real) for the time 
_once_ at IPL.  Changing the timezone on th hipervisor (which doesn't actually 
change the clock anyway, just how it displays the time from it) won't have any 
impact.  I'm sure that if the problem with SYSTEM CONFIG has been fixed, and 
the z/VM system time is set properly with the IPL that all the Linux systems 
will be fine as well.
