Well...  I don't fully agree with your rational since those drivers usually 
need some mods even if they are small.  For example, the smc9194.c driver 
was cleaner when the distinction was made between ISA, SA1100_ASSABET, 
SA1100_CERF, etc.  For the later ones you don't need CONFIG_ISA to be 
defined at all.
