The idea that the drivers usually need some small mods was actually one
of the main reasons to define CONFIG_ISA for ARM. Otherwise we'll get
completely cluttered up Config.in files with crap like:

if [ "$CONFIG_ISA" = "y" -o "$CONFIG_SA1100" = "y" ]; then
        tristate ' Foobar support' CONFIG_FOOBAR
fi

We'll have to change that anyway, but that's a 2.5 issue actively
discussed on linux-kernel (the "Aunt Tilly" and "Penelope" threads).
