This told sendmail to assume that DNS was not available. It did this by NOT
setting any of the _res.options flag bits. Note that this was realy only a
suggestion, because other features (such as bestmx_is_local temporarily set
those flag bits and used DNS anyway.
Beginning with V8.7 sendmail, you should either use the service-switch file
(see S34.8.61 to control use of DNS or compile a version of sendmail without
DNS support.

The service switch option works fine here both with and without masquerading
(my dialup machine does not masquerade, all others do)
