You have 'auth' set somewhere in the /etc/ppp/options or options.ttyS* or
diald parameters
to pppd.
This makes ppp not accept an outgoing (or incoming) ppp connection without
pap or chap
access control by the other end.

I.e. you are asking the other end to enter a password.
