You can see what remote sistem is asking you if you add debug in
/etc/ppp/options. Now you can look if /var/log/messages what user name and
password remote sistem is asking. Than you put it in /etc/ppp/pap-sicrets
in form
<name of tour mashine> <name that you have seen in logs(server)>

About diferent ISP, you can have one variable to point to what ISP connect
script has to dial.
For rotating numbers you can use pppmultidial as connect script
