Type of chipset, FSB clock, PCI bus clock, and things... are of more
importance here.

Has your DVB card got an IRQ?
What kernel version? A 2.4 kernel should mention something about the IRQ
in syslog.

Else:
- PCI DMA settings of chipset
- Burst length setting of DEBI DMA port of SAA7146
