Hi, we have tried etlinux and lem. both free distros.
as our app was very network oriented we found that lem was in this instance easier to get running as etlinux.
Furthermore we found that some missing programs could be coppied directly from suse to lem as both use the same directory tree. for the DOC it's in both cases not quite trivial but we got it working.
What we liked also with lem it that it was developped by mr rubini, the author of  "linux devices drivers" by o'reilly.

I hope this help.  Also, 2netweb (I mention earlier) - I check it out and it requires an expert to put it to used so I not recommended.
