The answer is probably that you have the ax25 support enabled in the 2.0.35
kernel, but you have not installed the ax25 utilities - these are the user
level programs that provide services over ax25 and enable configuration of
the kernel.

When you unpack the ax25-utils tar.gz archive, there is documentation in
there which will guide you through compiling and installing the utils, part
of this process is to install the manual pages for the individual programs.
