There are no "ax25-utilities" in the kernel in any version. There is only
the kernel support for the protocols. With 2.0.35 the kernel ax.25 support
was updated to a more recent version. That update was previously
distributed as a patch to the kernel (ax25-module-xx).
Ax25-utils is a completely different thing and you will need to compile
and install the ax25-utils package no matter what your kernel version is
(as a alternative to compiling and installing there are RedHat RPM and
Debian packages for ax25-utils, or so I'm told). Ax25-utils-2.1.42a is the
correct version for kernel 2.0.3[56].

So far you seem to be the first one that hasn't figured out the difference
of support for the amateur radio protocols in the linux kernel (a.k.a
kernel-ax.25) and ax25 utilities. Or you are the first to write to this
list. Or my memory fails.
I think this all is pretty well explained in the AX25-HOWTO. If not, then
I suppose Terry will need to add more detail in the next version. What I
would recommend you now is that you read the AX25-HOWTO a couple of times
with thought. It is a bit outdated but everything except the kernel
versions and the fact that you now don't have to patch the kernel still
holds.
