That may not necessarily be true - I've had exactly the same happen
with the SunSite UK mirror thereof, and I get a solid 400k/s ftp
download from that via the university's T1 link.

As far as I can tell, it's to do with the way mirroring is implemented
at SunSite UK since each directory that's being mirrored appears to go
offline for a while, then reappear automatically with the newly
mirrored files in it...
