For reference, I've never had problems with ftp.f6fbb.org either, and
I've never tried contrib.redhat.com myself, as the transatlantic link
is far too busy when I'm able to be online. Please note that I quite
SPECIFICALLY referred to the UK MIRROR thereof.

What appears to happen with the Sunsite-UK mirror is that as each
top-level directory is reached by the mirroring software, that
directory vanishes from any external connections, and reappears about
when the mirroring software leaves it (at which time the next
directory mirrored shows empty).

Why it happens, I have no idea, only that it does...

The fact you quote bears little relation to the conclusion you draw
from it, otherwise the Internet would have ground to a halt years ago.

No you can't - nor has that ever been possible to date.

When I can ftp into the Pentagon and download whatever thay have on
record about me, THEN I'll believe that claim...
