The package works on any architecture, and dpkg doesn't support conditional
dependencies (eg depends on bin86 only on i386)..

Similarly kernel-package doesn't depend: bin86, even though you do need it
on i386 machines to build the kernel. You don't on the other platforms
Debian runs on though.
