The 144.39 allocation is for North America only. There is no need for 
areas outside propagation range to be on the same frequency. Australia 
should set their own policy based on their own needs.

In ITU Zone 2, 144.300 to 144.500 was a satellite band. That was 
relinquished when it could not be made a world-wide allocation. Prior to 
use of that frequency, we checked with several prominent weak signal 
operators, all of whom said they expected no problem. I posted requests 
for comments to the major weak signal mailing lists. The only responses I 
got were two people who said something like "Get off our reflector, this 
isn't a weak signal issue". Yes, I found angry people, but not about the 
frequency we chose!

144.39 was used for years for APRS in almost all of Canada and northern 
New York. There were no cases of interference there.
