The full proceedings are not available for download. All that is
available is an abstract of the articles for each of the conferences:

It would be quite helpful to have proceedings available for download, but
that would require substantial effort plus permission from the ARRL, who
holds the copyright.
For those who may have missed it, the original AX.25 ver 2.0 specification
is at ftp://ftp.tapr.org/general/ax25.doc and version 2.2 is at
http://www.tapr.org/tapr/pdf/AX25.2.2.pdf
