I've no good idea what's causing your lockups, perhaps:

> 7: 148934797 + AX.25 SCC
Does the mainboard have an on-board printer port? Some chipsets hard-wire
the interrupt for the printer port to IRQ 7 on the ISA bus (that is the
printer port is physically connected to the ISA bus), that seems to cause
lockups on some boards. What happens if you change the interrupt for the
NE2000 card to 10 and that for the SCC board to 5?
I also have some reports that changing the mainboard sometimes solves the
problem, it seems that some USCC-mainboard combinations simply don't work
reliably.
