So do that - there are plenty of ISA USCC designs already available.
There is however no USB design available right now.

Also, if your 486 has PCI slots, you _might_ be able to put
an USB interface card into it, they're already quite cheap.
However, my 486 PCI board has serious troubles with PCI
bus masters (100MB ethernet cards), so that might
not really work reliably.
