Yes, that should suffice.  But if you use a protocol with adaptive
modulation the call sign transmission should probably be encoded
differently so that it is easy to receive (without pre-training
any filters or very long phase-ins).  Some hf ax25 stations
additionally transmit their callsigns in cw or morse-fsk (maybe
this is mandatory in some countries?), but that's a real bandwidth
killer and definitely not state-of-the-art.
