Not on point-to-point links, and not on broadcast channels with
centrally coordinated media access. There will always have to be
some reserved time slot for new stations to send their full id in
order to join the channel, but after that they could just be kept
in a table and use a "local link id". Problems due to extreme
propagation conditions should be very rare indeed because a distant
station would have to begin transmitting at exactly the right time
and with the same type of modulation, and the signal of the local
station would have to weaken beyond recognition at the same time.
