I used 2.2.13 as well (currently using 2.2.14pre4) but without scc, i
do however run a bpq interface + an axip link, i can down the
interface when i have a current connetion to a distant node without
any ill effects at all.
Maybe doing a strace on the ifconfig down might help you more.
strace -o <file> ifconfig ax0 down
the answer might show up in <file>.
