No, that was an oversight from Alan and he already promised to fix that.

This is very disturbing. Do you really mean that at your station the
module count is properly decreased after a user disconnects? So that when
everyone has disconnected and you have stopped all services you can unload
the ax25 module? (Note that this has nothing to do with the "ifconfig ax0
down" bug!)
One quick test to do is checking /proc/net/ax25 (or "Links" in node) to
see if Rcv-Q never drops under 32 for incoming connects. If it does
without my patch then I'm confused...
