I think that naming a list linux-heb is not right. The list we are talking about is a 
tech list, which
one of its netiquette features is hebrew. This, however, does not make it its main 
topic.
Naming a list linux-heb will surely doom it from the begining.
What about something more appropriate for a linux tech list:
linuxforum-il
linuxexperts-il
linuxsupport-il
il-linux
l-il/lilew/lilu ;)
linuxanswers-il
linuxmisc-il
linuxtalk-il
linuxers-il
