This zicfile is actually enough. You can compile your "Asia/Jerusalem"
zone from it.

However, this is a good time to ask: exactly how binary-compatible is the
cmpiled file?

Because it is much smaller, and much easier to install.

Off-topic: Any idea how to change the time zone on a windows machine?
Microsoft's time-zone editor seems to have this "unrealistic" assumption
that a timezone will only change twice (once to daylight saving and once
from it) in a year.

Alternatively, "compiled" timezones would also help
