Look at ftp://elsie.nci.nih.gov/pub/tzdata2002c.tar.gz (127KB)
It contain all the rules for making the zone info files and MANY
comments. It also contains several files which are not needed.
By removing the comments and unneeded files you can cut it to 
about 20-30KB (my estimate).

You should edit the zone data files to suit your needs (probably
by a script to facilitate the updates).

This site updates the tzdata about 3-6 times a year (this is the 
3rd version for 2002).

You can also found there the most updated sources for tz programs.

You should read the tz-link.htm (from tzcode2002c.tar.gz) for a
larger perspective.
