Hello Shachar,Not to me. As far as I can see it, the logic is that if people see the NPO's causes as worthwhile enough for people to invest money in them without any return whatsoever, then (and only then) does the country see fit to help people with those causes a little.

In any case, it may very well be the case that my understanding of this situation is a result of this logic making sense to me. As such, please do find out how other NPOs got out of this catch. I may be pleasently suprised.
